Qantara Sports, a boutique sports consultancy firm, has promoted Bruno Avelar Rosa to Senior Executive Partner – in recognition of his leadership in driving the firm’s strong growth in Portugal.

With offices in Portugal, the UAE and Saudi Arabia, Qantara Sports is a specialized boutique consulting firm advising governments, federations and private-sector organizations on sports governance, policy, education and development.

Over the past three years, revenues generated from its team in Portugal have more than doubled, positioning the office as a key hub in its network. That growth trajectory has been led by Bruno Avelar Rosa, who has now been recognized for his leadership with a promotion.

Avelar Rosa led the office’s evolution from an initial market-entry presence into a hub that has built a strong reputation among clients in the country, as well as a portfolio of international mandates.

He also helped build out the European Affairs practice, which he leads from Lisbon. The Portugal team today serves as the firm’s centre of excellence for European Affairs, with a particular focus on topics such as grant writing and programme design, institutional mandates with the European Commission, collaboration frameworks with the Council of Europe and the implementation of multi-country European cooperation programmes.

Most projects led from Portugal involve consortia and public authorities across several European countries, positioning the office as a key coordination point for multi-jurisdictional initiatives linked to European funding and policy frameworks.
