Inetum Consulting helping Albania implement its AI strategy and roadmap

After supporting the Albanian government with developing its AI strategy and roadmap, Inetum Consulting has now also been asked to support the deployment phase.

Albania is working steadily to build its artificial intelligence (AI) capabilities, recognizing the profound impact that advanced digital technologies can have on economic growth, public services, and regional competitiveness.

In 2024, Albania took a significant step in its AI strategy when it worked with Inetum Consulting, a French management consulting firm with around 450 staff, on the development of a strategy and roadmap. The study was part of a broad collaboration between the Albanian and French governments, which under an Intergovernmental Agreement are seeking to team up on numerous fronts.

The roadmap outlined a strategic vision for Albania to become a European hub for green artificial intelligence. It proposed three key projects: an AI factory, a data hub for tourism and mobility, and commercial data centers. 

With a central focus on green AI, the roadmap aims to position Albania at the forefront of a rapidly growing segment within the AI market. Green AI refers to the development and deployment of AI technologies that prioritize sustainability and minimize environmental impact, through efficient energy consumption, optimized resource utilization, and responsible AI practices that address environmental concerns.

Underpinning the AI roadmap are cross-functional pillars such as education, regulation, and public-private collaboration. The overall aim is to deploy AI at scale, positioning Albania as a model for digital innovation in the region and preparing the country for EU accession.

From strategy to execution

In January this year, the roadmap was presented to Albania’s Prime Minister Edi Rama (the only prime minister in the country’s history to have won four terms in a row), and following his approval, the focus then shifted from planning to implementation.

From April 2025 onward, Inetum Consulting will lead the deployment phase, providing strategic guidance, project management oversight, and technical expertise. Key elements of the implementation plan include launching pilot projects, fostering partnerships between Albanian and international technology firms, building the necessary digital infrastructure, establishing regulatory frameworks that promote ethical AI use, and developing local AI talent.

Looking ahead: Albania’s AI future

The importance of AI for Albania’s future cannot be overstated. AI offers the potential to modernize key sectors such as healthcare, agriculture, public administration, and tourism, driving efficiency, transparency, and innovation.

For example, the e-Albania platform, a digital hub for government services, has already saved citizens and businesses over 12 million euros and the equivalent of 1,010 years in waiting time by digitizing nearly all state public services. AI can further automate processes, enable real-time data analytics, and provide proactive, personalized services – transforming how citizens interact with their government and opening new avenues for economic development.

By investing in AI, Albania can also strengthen its position as a regional innovation hub, attract foreign investment, and create high-skilled jobs for its youth. 

Additionally, AI adoption is critical for Albania’s integration into the European Union. The EU has launched major initiatives to promote AI development and regulation, and candidate countries like Albania are encouraged to align their digital strategies with European standards.
