CIVILIA launches to strengthen cyber resilience for Ukrainian civilian infrastructure
Ukrainian cybersecurity company A42, with the participation of Dutch consulting and technology company IG&H, has launched the international program CIVILIA (Civilian Infrastructure Visibility, Intelligence & Alignment). The initiative seeks to boost the cyber resilience of Ukrainian civilian organizations.
The new CIVILIA consortium functions under the Netherlands – Ukraine Cybersecurity Fund (NL-UA CF) grant program, which is aimed at helping both Ukrainian and Dutch companies develop cybersecurity products and services.
CIVILIA will help Ukrainian organizations defend against cyberattacks more efficiently, detecting them earlier by running continuous monitoring of their external digital infrastructure. As part of the program, a total of 15 Ukrainian organizations will be provided with a range of services at no cost:
- An assessment of their external attack surface and cyber risks.
- Access to continuous monitoring with the A42 Recon+Exposure platform for four months.
- Expert recommendations for addressing risks and strengthening cyber resilience.
- A customized Cyber Resilience Toolkit with practical tools for further developing a cybersecurity strategy.
IG&H wins consortia bids
The Netherlands Cybersecurity Coordination Center (NCC-NL) selected 10 consortia to receive funding under the €2.5 million NL-UA CF program. Leading consulting and technology company IG&H received funding in the category of Security Operations Centers (SOC) and Managed Security Service Providers (MSSPs) as part of a consortium with A42.
IG&H also received funding in the category of Identity and Access Management as part of a consortium with Ukrainian company StackBob.ai, and in Digital Forensics and Incident Response as part of a consortium with Sec-Ta. These various consortia have half a year to build joint cybersecurity solutions together.
CIVILIA program
The CIVILIA program is currently selecting the Ukrainian organizations that will receive cybersecurity support. The project is receiving institutional support from Ukraine’s Ministry of Digital Transformation and the State Service of Special Communications and Information Protection of Ukraine.

Dutch cybersecurity
The NL-UA CF grant program is part of a broader plan devised by the Dutch Ministry of Foreign Affairs to more closely support Ukraine in cyber resilience. The Netherlands is a European leader in IT and tech, with a strong digital infrastructure and a strong innovation ecosystem. Last year, the government of the Netherlands contributed €10 million to help build up Ukraine’s digital sovereignty and cyber defense.
The Netherlands boasts the National Cyber Security Center (NCSC), a project of the Ministry of Justice and Security that promotes cooperation between governments and businesses, and The Hague Security Delta, a network of over 300 public and private organizations that work to build cybersecurity solutions.
