Global strategy consulting firm Strategy& launches in Azerbaijan
Global strategy consulting firm Strategy& has expanded to Azerbaijan with a new office in Baku, which will be led by Dmitri Kryvozyatev to help shape the country’s next phase of growth.
While parent company PwC has been active in Azerbaijan for more than 30 years, and has a neighbouring office in Georgia, the local launch of the firm’s strategy consulting subsidiary marks Strategy&’s second major expansion in recent months, following a recent move into Portugal.
As for the motivation behind its latest launch, Strategy& pointed to Azerbaijan’s current economic trajectory, clear vision for sustainable and technological transformation, and the country’s role as a reliable energy supplier and transit corridor linking Asia with Europe.
“This is a deliberate investment in Azerbaijan,” said global Strategy& leader George Sarraf, who was present for the official launch alongside a number of public and private sector guests. “We see strong momentum, clear ambition, and a unique opportunity to support the country’s next phase of development. Our focus is to work alongside our clients to deliver real, measurable impact.”
The new practice will be led by Dmitri Kryvozyatev, who has been with PwC and its affiliates in St. Petersburg, Helsinki, and the Central Asian region for half of his three decade consulting career dating back to ‘Cap Gemini’ in 1994. He has built a track record in sectors such as transport & logistics, energy, financial services, industrials, and manufacturing.
“Bringing our global leadership to Baku and engaging with senior leaders across government and the private sector reinforced one thing: there is strong alignment around the need to move from ambition to execution,” Kryvozyatev said following the launch. “Azerbaijan is entering its next phase of development, and our role is to work alongside our clients to turn strategy into impact.”

Other senior leaders from the firm in attendance included PwC’s Azerbaijan and Mongolia country managing partner Shaukat Tapia, Eurasia managing partner Dana Inkarbekova, and regional Strategy& leader and fellow partner Natalya Lim and Bakhtiyar Bektursunov of the consultancy’s existing office across the Caspian in Kazakhstan, which was established in 2023.
They all reiterated the same thing of the new office in Baku: its launch signalled just the start of Strategy&’s long-term on-the-ground commitment to the country, with economic diversification beyond oil & gas, energy transition, including as to renewables and grid modernisation, logistics competitiveness, and other sector priorities among the firm’s intended focal points.
Strategy& is headquartered in New York. The firm, formerly known as Booz & Company, has around 4,500 consultants globally.
